Plight of Flood Victims worsened by incompetency of authories

Boaters wait up to 4 or 5 hours time to have a deputy ride out with them to rescue people and its putting a dampner on things due to not having enough deputies. People need to be rescued -- deputies are making the situation very, very difficult. There are people on rooftops, people with small children, in attics and unknown situations, their lives hang on the balance and the situation is being worsened by the confusion of the situation and the power trips of deputies. People are waiting to help, yet they are being stopped by deputies scared that someone is going to go steal something. Where is the help from the Federal Government in this situation? is Governor Edwards too incompetent to get help from the nation?
